There are over half a million Hmong people in the northern highland of our country near our border with Laos. This is an industrious, patriotic, brave people who have contributed greatly to the defense of the territory of the country and to the consolidation of Socialism. Under the Party's leadership and together with other tribes, Hmong people are considered a progressive tribe. However, the productivity and life_style_ of the majority of Hmong people are unstable; their cultural standard is low, political infrastructure is weak, cadres have not yet properly developed in the task of propaganda, training and putting the Party and State policy into effect. The Hmong people still wish to be liberated from poverty and to build a better future with the help from the State. The Hmong people have always believed that one day they will have a good leader to come and save them. This savior from heaven will be sent by the 'Supreme Being' or 'King of kings' to the earth to save people and all the world. Reactionaries take advantage of this psychological belief in order to spread a rumor about this King, and to tell the Hmong to ‘glorify the King' or to 'welcome the King' in northern towns. The enemies have made up a story about some 'King' and tell people of the King's appearance. They also order them to gather money, to leave productive work to go find and receive the King. Of course, there is no substance to 'Vang Chu' (God). But foreign radio stations which are broadcasting in the Hmong dialect, convince people that 'Vang Chu' (God) is in fact the real King of the Hmong People- These radio broadcasts call upon them to leave their household spirit and worship the Heavenly Spirit instead. This King-worshipping 'Vang Chu' (God) movement started in Ha Tuyen province in September 1989. Since then there has been a widespread trend toward claiming the name of the King and receiving the King. This is causing a lot of serious damage against the security of the country, and many Hmong are suffering. They are stopping their work, killing domestic animals, leaving their local religion and selling buffaloes, cows, pigs and poultry to get money to purchase a radio to listen to the voice of 'Vang Chu' (God). We can conclude that this is the well-known scheme of the enemies, who take advantage of the particular traits of our tribal peoples to oppose against the revolutionary regime today. This 'Declaring and Receiving of the King' is a common phenomenon among the minorities who have low social economical development and who are still under the influence of the 'herd instinct'. The provinces of Ha Tuyen, Lai Chau and Son La have had good experience in dealing with this problem. They organized people into food productions, forest planting, the construction of schools, first aid stations and roads. They have used Hmong cadres as their leaders to detect and to isolate the bad elements or enemies among their relatives. The best way to solve the problem of 'Declaring and Receiving the King' is to understand the inmost feelings and wishes of tribal people thoroughly. Since the problem started among the tribe itself, we have to use their own people to control it, under the supervision of the Party. This must be the key to solve the similar problems among the minorities. The State also needs to create many radio and TV programs in minorities' dialects. We have mass media available to us, with a solid political regime and a just cause. Why have we failed in propagandizing and mobilizing people to obey all lines and policies of the Party and the State and instead let them believe in false, deceiving ideologies of some illiterate elements and believe in words of foreign radio stations?
