If you were to check, the jail inmates he puts in tents are the very lowest security level and is done for PR.  It isn't that most prison's don't want to put inmates in tents because it might be uncomfortable, it is that you can't do a 'lock down' when you have them in tents.  If there is a problem you have a gang of hundreds of inmates with no way of controlling them. Remember, staff inside the fence don't carry weapons of any kind because it is too dangerous. At Florence, for a few years (maybe still, I haven't been back in 20 years) we had both minimum and medium security inmates living in tents. Bruce

even though some aspects of his program are less than ideal, the bottom line is that jail ought NOT to be a pleasant experience. IMO the main value of Joe's approach is in causing the perps to resolve never to return. I worked in the juvenile system for about 15 months (something I wouldn't wish on Liberals).  One of the kids (age 15) came back a few months after completing his first term.  He said that when you get out the first time, during the first month, you say That was the worst thing in my life, I will never do anything to go back.  During the second month you say, That was awful.  I sure hope I never go back there.  The third month you say, That was pretty bad, but if I had to go back I could survive.  The forth month you quit worrying about it. For some reason I have to wonder why some hick town Sheriff would have an endless supply of prisoners. Moreover, feeding them with $ .40 of watery sup per day definitely has shads of Auschwitz, might as well have the ovens back or is that the purpose of housing them in tents in the Arizona heat? BTW as I understand the situation this prisoners are for the most part hapless individuals unable to pay fines for minor infractions and not hardened criminals. Uummm, that hick town...Phoenix?  Not hardened criminals?  Boy, you got some learning to do.  Y'all come on down ta Phoenix.  Bring your map stupid. Jim W I don't think that the de_script_ion hardened criminals properly applies to misdemeanor convicts in a county jail.  I understand that the jail also houses felons awaiting trial, but I don't think they are the ones that go out on chain gangs.  And unless they've torn it down, Maricopa County still has a brick and mortar jail that they can use to house the most hardened criminals. Lon I think he is saying that because he worked for the Dept. of Corrections (Prison System) he had some actual knowledge of how the place really operates. I don't think he brought up Gov't waste, you did. I found his original comments insightful. Some of his original comments were dead wrong. His experience in the Oklahoma Department of Corrections doesn't mean he knows anything about how prisons are run in Arizona. The meal cost, for example, is accurate on the average, though it varies day by day, and is sometimes even lower. Furthermore, the inmates have to pay for it. However, the very successful (less than 10% recidivism rate) drug prevention and treatment program is free. So is the only accredited high school in the nation inside a prison.
